What do you define as "responsability"? When is something your responsability and when is it not?
If someone's dying of famine on your doorstep, is it your responsability to give this person food? What if it's a friend? Family? Does the fact that someone is in trouble and you have the means to help give you the responsability ("With great power comes great responsability,") does there need to be a personal tie, or do you have to be involved in the causing of the problem to have responsability?
I think that the fact that you can do something about something means that you are responsible for it, whether the change that you make is for the good or for the bad, or intentional or not, you are responsible for it if you have the ability to change it, that's how I define responsibility.
